Payment
The first citation you receive during the annual parking cycle (Oct 1–Sep 30) is a warning only. You will not be assessed a fine. For all violations thereafter, we will impose a fine per the above citation structure.
If you fail to pay a parking citation within 30 days after the issue date, the fine will double. Permit holders are responsible for citations against all vehicles associated with the parking permit. The citation tally follows the permit holder, not the vehicle.
We report unpaid parking violations to the employee’s supervisor and to Human Resources. If you have three unpaid parking citations, we will revoke your permit and parking privileges until you pay all citations.
Citations for city street parking violations
If you violate parking regulations in a city-street space, you are subject to the City of Providence’s citation structure, rather than that of RISD. Please note that DPS is authorized by the Providence Police Department to issue on-street parking violation citations on their behalf.
Towing
Illegally and improperly parked vehicles are subject to ticketing or towing by DPS. Before towing, we attempt to contact the parking permit owner, using information you provide on the parking permit application form. In some cases, we may need to remove the illegally parked vehicle immediately, without notice.
Reasons for towing include:
- a disabled/non-operational vehicle parked illegally
- obstructing fire lanes or other emergency access
- illegal parking in accessibility parking spaces
- student or employee vehicles parked in designated “Reserved” spaces
In the case of gross violations, including but not limited to parking in an accessible parking space, or blocking buildings or fire lanes, your vehicle will be towed without notice. Vehicles are towed at the risk and expense of the owner or operator.
RISD is not responsible for any vehicle damage resulting from towing or tow storage, and will not be held liable for any incidental damages that may occur due to towing.
(Under special circumstances it may be necessary to tow a vehicle that is parked in accordance with all regulations. If a vehicle needs to be moved due to unforeseen circumstances, we will make every attempt to contact the permit owner prior to towing. If a car is towed under these circumstances, the institution will incur all associated fees.)
Parking across the marked parking line is prohibited. This also applies to vehicles not fully within the marked parking space due to the adjacent car’s violation of this policy. Any car violating this policy will be cited without exception.
Parking enforcement appeals process
Permit holders and RISD students have the right to appeal enforcement actions taken against them. You must submit your request to appeal to DPS in writing, within seven (7) calendar days of the issuance of the parking citation in question.
